Is the new $230 million (LO-Tigard) water system in trouble? Part III

To All COLA LO Members,

There is a new article in the LO Review explaining that councilors continue to be intimately involved in the design on the largest capital project in recent city history and constantly changing the design requirements.
How much are all these changes costing our citizens in staff time and expenditures?   Is politics overriding sound design?   How much can we really afford given our share of costs?
